10月21日，第59屆聯(lián)大法律委員會就“禁止克隆人”國際公約議題再次舉行辯論，試圖為啟動有關該公約的談判掃清障礙。但從兩天的辯論情況看，各國對擬議中公約的范圍，即如何看待治療性克隆問題分歧依舊。這一對立局面，再加上美國總統(tǒng)大選等因素，可能使各國期望今年就禁止克隆人國際公約問題達成一致的愿望再度落空。新華社報道如下：The 191 United Nations member states remain deeply divided on whether to ban all forms of human cloning after winding up a two-day debate here on Friday.

Under the debate at the UN General Assembly's legal committee were two rival draft resolutions -- one calling for an international convention to ban all forms of human cloning and theother permitting cloning of human embryos for the purpose of medical research.
