10月24日的《華盛頓郵報》披露說，美國中央情報局（CIA）在過去的6個月中已經將十多名囚犯從伊拉克境內轉移到了外國。一些專家指出，美國政府的這種行為違背了國際法。《華盛頓郵報》援引一位匿名情報官員的話說，中央情報局對國際紅十字會和其他機構隱瞞了這些囚犯的存在。不過中情局的解釋是，它這么做的依據是美國司法部的一份秘密備忘錄。

新華社消息：The CIA has used a memo drafted by the Justice Department to secretly transport as many as a dozen detainees out of Iraq in the last six months, a practice that experts say contravenes the Geneva Convention, The Washington Post reported Sunday.

The CIA, which requested the confidential memo, has concealed the detainees from the International Committee of the Red Cross and other authorities, the Post quoted officials
